Davies understands the point of cages work and what he was trying to accomplish, which is making this piece of music (or art depending on the person) to get people to listen to the sounds around them. Of m understanding cages intention was to have the background noise and that would be the music.
Levitin would say that this is not a piece of music because he defines music as something with rhythm, harmony,melody along with multiple other examples. In cages piece he does not have any of those things. He is counting on nature to randomly make the noises that consists of his music.
