By Levitin's standards, 4' 33" is not considered music. Music, to him, is uniform and written notation. It is not only a form of sound. It must have a beginning and an end to be considered music. It must have pitch, tone, timbre, meter, key, and melody. Letivin's idea of music is the classical definition.

Davies agrees with John Cage in saying sound doesn't matter in music. It's all about interpretation of the piece. The pint of 4' 33" is to put the classical definition of music into action. It's to make people rethink the idea of music and question what is or is not music. John Cage himself said that sound does not matter in music. what matters is the audience's interpretation.
