I found it some what tough to decipher these sections in detail, but it seems that Nietzche thinks that "good" music is a mixture of what one wants to here and what one doesn't want to hear or is not used to hearing. It allows a greater appreciation for the emotions in music. If one emotion is evoked too much, one gets used to it's power as an emotion, making it lose it's purpose. While there is a happiness in music, it is good to have a sense of temporality or uncertainty. A sense of Melancholy. This should make one appreciate the happiness even more.
