Hanslick is saying that music is different from art, that there has been a great argument about music and expressing emotion, but then goes to say that they both have a certain almost definition to them. He said that the composer is the one to represent the emotion. He also mentioned that the tones would just be the material in that situation. So in my opinion he does not think that music expresses feeling at all or that hes not sure about it.
