Nietzsche doesn't like Brahms he doesn't have pride in his proverty. Instead he yearns for more abundance. He made for "too much" music (187).
I think what we can take from this is that there is such thing as too much music. It doesn't always have to be about an antagonist or a certain message that is the one way you can look at it. Music should speak to you and make you feel a certain way, but it's yourself, that should be the one who interpurts how it makes you feel.
